The Ministry of Education and Science of the Republic of Kazakhstan and Gumilyov Eurasian National University is organizing the 1stInternational Scientific and Practical conference named “Intellectual Information and Communication technologies as a tool for realization of the third industrial revolution within the framework of the Kazakhstan-2050 Strategy”.
The main purpose of the Conference is discussion and advanced experience exchange, capabilities assessment and finding ways of successful realization of the Strategy “Kazakhstan-2050” in the area of creation, usage and transformation of intellectual information and communication technologies, integration of science, education and IT industry by creating ICT-cluster.
The conference is a forum for constructive dialog aimed at determining modern tensions and innovative ways in creation and effective usage of intellectual information and communication technologies in all areas of industries.
According to the Strategy of Kazakhstan-2050, the main subject of the conference will be the creation and implementation of the intellectual information and communication technologies policy. It is important to point out that the technology plays the key role as a tool and accelerator for the informatization of the society.
The participants of the conference will be discussing the current and future potential of the information and communication technologies and will be analyzing both the local and foreign experience of creating information sources and technologies for the purpose of the future improvement of the people’s life in Kazakhstan.
The honored guests of the conference are the representatives of the Ministry of Education and Science of the Republic of Kazakhstan, the leading local and foreign scientists, representatives of different universities and academic institutions, experts, lecturers and innovators in the area of ICT education, as well as IT companies.

The directions of the conference
Section 1. Informatization of the society within the Strategy “Kazakhstan-2050”
The third industrial revolution is a global challenge of the 21st century, and the creation of modern and effective educational systems is a main aim of the education system of the country in the computational era. Due to this the information security is a new target of the international policy and the policy of defense of the country.
Section 2. Informatics and informatization of the education
Problems of education in informatics and ICT: continuity in informatics education, connections between varied subjects and differentiation in education, parallel computations and the usage of the cluster of parallel computations in education; evaluation of the education quality among the informatics and ICT students; theory and methodology of e-learning and m-learning education systems, ICT in education management; preparation of IT specialists for different areas of science, education and industry; continuous development of the ICT professionals among the teachers in the condition of novelties in the computing science.
Section 3. Artificial intelligence
Image recognition; computer linguistics; systems of decision making; neuronal networks; genetic algorithms; fuzzy logic; the natural language processing (morphological, syntax, and semantic analysis of the language), which also includes: the creation and usage of electronic texts corps; building electronic dictionaries, thesauruses, ontologies; automatic extraction of facts and knowledge aspects from the texts; automatic abstracting of the texts; building questionnaire systems; optical recognition of the symbols; automatic recognition of the speech; automatic synthesis of the speech; automatic translation of the texts from other languages.

The inverse problems of the mathematical physics, the theory and numerical methods; tomography methods and tools in medicine and industry; mathematical models and methods in mechanics, geophysics, biophysics, electrodynamics, acoustics; computer applications and distributed information systems; integrated systems; information security and protection; computer graphics.

The conference will take place on June 7, 2013, at 10 a.m. at L.N. Gumilyov Eurasian National University. Address: Educational and administrative building, 12 Mirzoyan street, Astana.
The conference will be conducted in 3 languages: Kazakh, Russian and English.
